Guangdong-Hong Kong technology cooperation has always been valued by both governments. In recent years, with the deepening of cooperation between the two sides, Guangdong has also made many attempts and innovations in serving Hong Kong scientific research institutions. One of service is that some major national science and technology infrastructures are open to users in various fields at home and abroad. The scientific and technological cooperation between Guangdong, Hong Kong and Macao is getting closer and closer, and more and more Hong Kong science and technology talents are looking for a broader development prospects. Statistics from the Guangdong Provincial Department of Human Resources and Social Security show that as of the end of 2017, a total of 750,000 foreign talents and 1.15 million Hong Kong, Macao and Taiwan talents were employed in Guangdong, of which totally ranked first in the country. However, the division of different customs zones has caused Hong Kong and Macao residents to visit relatives and live and work in Guangdong. They face many restrictions, which makes Hong Kong and Macao residents, especially those with high education and high technological skills, unable to choose their jobs and employment in the Pearl River Delta cities.

The salary of scientific research talents in Hong Kong is rather high. The starting point for taxation on the Mainland is basically over 30%. Lu Dong, director of advanced materials research and development at the Huo Yingdong Research Institute of Hong Kong University of Science and Technology in Nansha, Guangzhou, said that Hong Kong researchers are facing the problems of transportation, children's education and taxation in the Mainland. Nowadays, with the opening of cross-border infrastructure such as Guangzhou-Shenzhen-Hong Kong high-speed rail, and the gradual implementation of the treatment of various local residents, the gradual resolution of transportation and education issues, the double taxation problem still exist. Gao Min also said that in order to evade the 183-day work on the Mainland, Hong Kong colleagues can only work in Nansha for three days a week, and must return to Hong Kong at other times.

To create a globally influential international science and technology innovation center, the free flow of talent, capital, materials and information is the key, but there are currently many obstacles. When reporting to the research representatives, Wang Ruijun admitted that there are obstacles for mainland scholars and researchers to go to Hong Kong and Macao for short-term work, and there are some shortcomings in Hong Kong, Macao or international scholars and scientists who have been working in Guangdong for more than 183 days. The lack of freedom of talent flow is only one aspect. The two-way flow of research funding is also not smooth. Scientists from Hong Kong and Macao have encountered some difficulties in bringing some scientific instruments and reagents.

In mid-July this year, the Ministry of Science and Technology, together with the Hong Kong and Macao Affairs Office of the State Council and the Science and Technology Department of Guangdong Province, went to Macao to conduct research on science and technology innovation in Guangdong, Hong Kong and Macao Dawan District. Wang Ruijun once said that to build a national science and technology innovation center in Dawan District, it is necessary to break through the policy system barriers. To realize the smooth flow of innovation-related factors such as personnel, funds, equipment and information related to science and technology, Guangdong Province will begin to implement the Science and Technology Innovation Action Plan for Guangdong, Hong Kong and Macao Dawan District this year, and closely coordinate with Hong Kong and Macao science and technology management departments to gradually break through various obstacles.

According to the newly released letter from the Guangdong Provincial Department of Science and Technology to the Guangdong Provincial Political Consultative Conference Proposal Committee, the Guangdong, Hong Kong and Macao Dawan District Science and Technology Innovation Action Plan (2018-2022) is expected to be released and implemented in the near future. Wang Ruijun also revealed that Guangdong and Hong Kong Innovation and Technology Bureau will jointly sign with Guangdong-Hong Kong Science and Technology Innovation Exchange and Cooperation Arrangement and with Macao Science and Technology Development Foundation. ‘The next step will be to communicate how the three parties form a close cooperative arrangement and how to build a daily working mechanism.’
